Mac OS X and Fink and Pango (oh my)

I found the installation note on INSTALL.html about fink installations,
and it resolved several of the problems I was about to email the list
about; but there is still one library that configure is not finding.  I
think it's because there are a bunch of (incompatible?) versions of
pango, depending on what version of freetype is installed.  In any case,
autogen tells me:

  ERROR: Please install required programs:  libpango1.0-dev or pango?-devel >= 
1.6.0 (installed: 1.4.0)

But `fink list pango` includes the following:

I tried adding ":/sw/lib/pango-ft219/lib/" to the end of my
PKG_CONFIG_PATH, but this was not sufficient... does anyone know how I
can I make configure find my pango installation?

I'm running OSX 10.3.9, fink distro version 0.7.2.cvs, and I've got the
latest CVS checkout of lilypond off of savannah.
