[patch] export functions from layout-page-layout.scm

Hi,

The attached patch exports some of the utility function names in
scm/layout-page-layout.scm, so that they should be called by user
defined page breaking functions.

Make web runs fine, and the page breaking regression tests seem to look
as expected. May I commit?
