John didn't want to generate big-page files for languages that do not fully 
translate everything in that manual... I also wondered about this a while ago 
and got that answer.

Actually, no, that's for the automatic languge selection on the server (which 
has forced me to change the Language of my whole operating system or at least 
of all of KDE just to get the original docs by default instead of German 
translations, which are useless to me, because I mostly know the English 
terms and not the German terms...)
