you should keep the discussion on the list so your ideas may be useful
for documentation editors

I agree with you.
I think that we may add a 4th point in the list in CG 5.2 saying
something like:

5. You must be subscribed in order to post via email to the
`lilypond-dev mailing list
<http://lists.gnu.org/mailman/listinfo/lilypond-devel>`. Otherwise you
can post a message without subscribing by using the Gmane interface at
http://post.gmane.org/post.php?group=gmane.comp.gnu.lilypond.devel 

Please rephrase it in a better english (even though I mostly copied and
pasted from the link above).

I don't think we need one more mailing list for doc proposals. It would
be a waste of resources.
The contributor who is not subscribed to lilypond-dev can follow the
discussion on gmane.org.
