Because I may want to have both beamFullMeasure be true and
beamHalfMeasure be false. A beamExceptions of '(end . ((1 . 8) (6)))
enables beamFullMeasure, but also enables beamHalfMeasure. I can't think
of an exception that allows beaming a full measure but not a half measure.
strictBeatBeaming affects beam subdivision, not beam starting and ending.
