Shortcutting countdowns on issues 2449 and 2489

I'll commit the current patches on

about noonish.

The reason is that they are tightly interwoven with one another and with
ongoing work from me, and that makes rebasing them (or reordering) a
major pain, and also precludes usefully putting out Rietveld patches for
the ongoing work.

I don't see that it makes sense to delay those parts till after 2.16,
and since they involve upwards-compatible user interface
simplifications, it would be nice to give the translators a chance to
pass them on (the more complex use patterns in the current docs still
work, so the translations would not be a showstopper for 2.16).
