Outside staff padding broken since 2.17.1

Using the example of the use of outside-staff-padding in the NR:

c^"This text is placed close to the previous text"
}

Produces the attached two PNGs with 2.17.0 and 2.17.1.  I'll raise it as a 
regression unless there's an explanation, in which case the NR will need 
updating.
