Not sure how `make doc´ does things.
But while working on #5518 I generated IR by doing
lilypond generate-documentation.ly
This returns a file internals.texi
Then
texi2html internals.texi
returning
internals.html

A plethora of warnings are displayed, though it's a _lot_ faster
compared to `make doc´, even if restricted to build IR only.

Actually, music-functions are not printed in internals.html.
Though, obviously they are processed.
Probably one could have them integrated in IR, if wished, but I didn't
research in this direction.
