I think the following latex command does that:
\usepackage[letterpaper,twosideshift=.2in,dvips,width=7in,includemp=false]{geome
try}
There's some reason which I've forgotten, but a google groups search
on comp.text.tex would turn it up, why it works if you specify letter
paper and a smaller width, but not if you specify A4 paper and a
shorter length.
