If you really mean that then you also mean that two voices with shifted
quarter notes, like this

should get the same spacing as one voice with only eight notes, like this
{ c8 c c c c c c c }
- because in both examples something happens at every eight note and
hence everything should be spaced as eight notes according to your
statement.
But nevertheless in another posting you said that this was not what you
meant.
I seriously don't understand what you want and I am beginning to doubt
that I ever will understand you. Sorry.
And the solution in the past for me has been to add a
third part.
Yes, oyu can always do that - add a voice with invisible notes.
