I suspect that you have a Windows computer (please always specify what
platform you are using in questions to the list).

In the Cygwin installation program setup.exe, you have the option to
first just download all the necessary packages to disk and then later
make the actual installation. I'm not sure, but I think that the
installer begins where it stopped last time if the download was
interrupted.
Note that the installation not only involves the LilyPond program
itself but also a basic installation of the Cygwin system including
a number of packages.
