We're much closer.  I now get with C-c C-f and similar with C-c C-l
lilypond /home/paul/music/saso/pebcl.ly
lilypond (GNU LilyPond) 1.9.8
lilypond: error: `/usr/bin/lilypond-bin --version ' failed (132)
