I place \partBreak among the notes everywhere I want a part to break.  
In the ly file which produces the score I put:
partBreak = { }
before the \include for the notes file.

In each ly file which produces parts I put:
partBreak = { \break }

I haven't worried about scores but certainly using something like 
\scoreBreak should work in reverse of the above.
