I've never had to run any .bat file (or even read any installation
instructions). That's probably done automatically when you start the
cygwin window.
The setup.exe program normally asks if you want an icon to be added
on the Desktop, but it should always add an item in the Start menu.
Just try to rerun setup.exe once more and watch out for error messages.
