You may have the cygwin bug which can cause this failure. 

1. If you open a command prompt at test.ly's folder and type 
start /B test.ly
you will get some more message which you can send here  to let us help you.

2. You can try installing 2.2.0 from my homepage:
www.inf.bme.hu/~berti/lilypond

Please report whether the problem is solved or not.
