It seems that something went wrong in the installation.
As a first step, just rerun setup.exe again, since it occasionally
fails to handle all dependencies between programs.

If it still doesn't work after that:
- Make sure that the file feta20.afm is in the folder
 c:\cygwin\usr\share\lilypond\2.2.5\fonts\afm\
- Click on the Cygwin icon to get a cygwin "command prompt" and
 enter the command
kpsewhich feta20.afm
 What does it answer?
