While I agree with that in general, I think that examples marked as such
only should use the actual characters that they are coded with. For example, a book on C programming should not use curly quotes around strings in code examples. And, yes, I know there are books that do so.

This is out of our control. The fonts that TeX uses might put quotes in an entirely different place than what is customary.
