I don't think this is possible. Maybe you can let the glissando
go from an invisible note with a lower pitch, as a trick.
The same question applies to hairpins; I have a few situations where I
want to shift one end of a hairpin up or down without affecting the
other end.
If you take a look at http://lilypond-design.com/sponsor/open-features.html
or search the mailing list archives, you will notice that
this kind of angled hairpins is a missing feature in LilyPond today.
