Yes.  The warning under Harmonics in 2.3.1 in the Notation Reference says:

"Note: Harmonics must be defined inside a chord construct even if there is only a single note."

I'm trying the TAB \harmonic feature of 2.12.

Am I right that to get a harmonic, you always need a chord?

E.g. This works:

   <e''\harmonic>

but this doesn't:

   e''\harmonic

Modified from the docs:

   \relative c' {
     \new TabStaff {
       \new TabVoice {
         <c g'\harmonic> d\2\glissando e\2 e\harmonic
       }
     }
   }
