That's why my primary question is what the TAB standard is (are).

I don't think there are any standards for tablature. There are many different traditions according to historical eras and geographical locations. As someone who has always read standard notation, I would be really confused by tab that didn't have regular stems/flags and stuff. But then I find any tablature laborious to read. It's just my lack of experience with it.

How do you tell anyway now whether it's e4 or e2?

e4 has a stem (just like an ordinary quarter note)
a2 should not have a stem (just like an ordinary half note)

Err...ordinary half-notes have stems, don't they?
