I wouldn't do that: the GIMP is for bitmap files only.
No, you can both open eps files and save as eps. And one of the earlier messages indicates that this is just an eps wrapper around a bitmap:

address@hidden:~$ file logo.eps
logo.eps: DOS EPS Binary File Postscript starts at byte 32 length 3256
TIFF starts at byte 3288 length 8222…
