The doc (NR 4.1.3) says about ragged-last-bottom:

"It also affects the last page of book parts, i.e. parts of a book
created with \bookpart blocks."

So if you use \bookpart it will work as you want.
Otherwise, I don't know...
You can't use ragged-last-bottom in the \layout block of a score,
unfortunately.

I'm a very beginner in page/book layout, sorry.
