\override DynamicText.Y-offset = #-7
or
\override DynamicLineSpanner.Y-extent = #'(-1.5 . 11.5)

I had, and had earlier concluded that they had no effect. However, using
Y-offset on its own works:

\override DynamicText.Y-offset = #-20

\override DynamicText.Y-offset = #0
s s \f s s
}
}
\new Score {

}
}
