I ran it from C:\Program Files (x86)\Lilypond\usr\bin
and my Path is:
C:\Python33\;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;%SYSTEMROOT%\System32\WindowsPowerShell\v1.0\;C:\Program
Files (x86)\QT Lite\QTSystem
