Ok, it seems that before I was doing something wrong the whole time, as I spent 30 minutes trying different combinations. But actually it works without problems.

Hi, If you only have one staff in your system then modify system-system-spacing instead. Apparently this is a common "misconception" on the French users mailing list. Maybe this is here too.
