It would seem your best bet is creating a style sheet, which in a \layout _expression_ overrides the stencil _expression_ of grobs. That way you can use the markup command \epsfile, turn the markup into a stencil using grob-interpret-markup and apply that to the grob, maybe also with callbacks.
But it would help to have a concrete example of your use case.
