If you just want to run a program that's in your search path, it's been the same since Windows 7 or even earlier - <Windows>-R.

Windows-key + R is also what I often use.

Another Windows 10 option: right-click the "Start Menu" button for a menu with a "Run" option. Windows-key + X will also show that menu.
