I don't like private mails for LilyPond-support.

For your pupose, as far as I understand it, I'd go for a different coding:
Basically, combine two circles to build the new NoteHead.
You surely want to adjust 'stem-attachment as well:

{
  \override NoteHead.stem-attachment =
    #(lambda (grob)
       (cons (ly:grob-property (ly:grob-object grob 'stem) 'direction) 0))

  \override NoteHead.stencil =
    #(lambda (grob)
      (ly:stencil-add
        (make-circle-stencil 0.5 0.1 #f)
        (make-circle-stencil 0.125 0.1 #t)))

  b'1 b'2 b'4 b'8 b'
}

Alas, b2 and b4 are now undistinguishable. How do you want to handle this?
