Why even bother with the name?

{
  \tweak extra-offset #'(0 . 8) \tempo \markup \column { 1 2 }
  c'1
}

It would be MetronomeMark, but for a one-shot thing like extra-offset,
it seems more suitable to use a tweak rather than an override.
