So don't use the landline.

Landlines and telco in general are an obsolete centralized monopoly
that you tolerate presumably because you have contacts who can
only be reached that way.

Is this a catch 22?  If the SIP account you are trying to activate
requires you to receive a code by SMS (most services will optionally speak
the code with a machine voice instead), then use another service -
to receive the code at least.  I recommended jmp.chat, which is an
XMPP bridge to telco, including SMS (they also support SIP and Matrix).
You just need an XMPP (or SIP or Matrix) server. XMPP is super lightweight and almost trivial to host yourself.

The only thing a landline is good for is to bring 911 service somewhat
faster.

If all this makes no sense to you, you probably need someone to walk
you through getting an account on a telno bridge service.
