    Added Makefile rules to automatically create release files.
    
    The new rules can:
    
    * compile "binary" userscripts (js, js.xz, js.bzip2, js.gz)
    * make archives (tar.xz, tar.bz2, tar.gz)
    * extract commit messages into a Changelog (txt, xz, bzip2, gz)
    * generate documentation for a release (pdf, html, info, txt)
    * generate html files for Savannah download area
    * sign release files with GPG
    * verify GPG signatures of signed release files
