Cannot build Running heads using @Val |

I'm thrashing about trying to implement running heads in lout using the
@Val operator as documented on page 8 of "A New Approach to Document
Formatting". However, I get the following error message:
lout "toytest" 1,15 / "tl" 101,58: symbol @Val unknown or misspelt
lout "toytest" 2,1 fatal error: Exiting now
Does anyone have any ideas on why @Val isn't known? Any suggestions would
be appreciated.
