Can Lout Do This?

I'm new to lout and I hope someone can help.
After scanning the docs, I'm not sure it's
reasonable possible, but I would like to 
do two things with lout:

1. Be able to print a subset of the total
pages in a document (with final page numbers).

2. Be able to have created automatically special
page headers based on certain criteria on a final
page. Specifically, classified documents typically
have each object on a page (paragraphs, tables,
and figures) marked with the lowest classification.
The page itself is marked at top and bottom with
the highest classification found on the page
(including consideration of a continued object,
such as a paragraph, from the previous page).
Say a hierarchy of classifications (low to high) is:

  U - Unclassified
  C - Confidential
  M - Most Secret

Each object would get a tag (either the one-letter
code or the long name). The page would then get a
heading (long name) with the highest classification
on the page. Of course choice of font size and
attributes, capitalization, etc., must be available.
  
If lout can be made to do these two things, I
would love to press on with it. I have had
a fair amount of experience with TeX and LaTeX
and have found them to be a struggle to
customize for a specific document.
