BibTex to Lout

I have a one-file C program that does this.  It knows about some
of the funnies in BibTex entries, and it was actually used on a
big job a few years ago.  It goes in two directions and it is
largely table-driven so easy to fiddle with, up to a point.

I can send it as is to anyone who asks for it, but I don't have
time to document it right now, and I will never maintain it.
