Can't get references heading when using report style (Lout 3.12)

When I use the report document style I can't get lout to put a "References"
heading at the beginning of the references section.  I'm using Lout 3.12
on solaris.  I've tried playing with most of the @Ref options in the setup
file.  Here's a tiny example:

  @Title        {Test report}
  @CoverSheet   {No}

@Section
  @Title        {First section}
@Begin

address@hidden
  @Tag          {alice}
  @Type         {Book}

Is there some obvious option that I'm missing, or is this a bug in the
report style?
