Chip Salzenberg posted a patch that moves row mark to the baseline.
If you don't need equation - it would do the trick for you.

Yes, you can use lcc-win32.

Yes, but it may require special arrangements.  Declarative/constraint
programming is way different from imperative one.  It's hard to tell
without knowing the exact problem you're trying to solve.
