Use

    @InitialBreak { unbreakablefirst unbreakablelast 1.2fx adjust hyphen }

as your value for the @InitialBreak option.  Consult the index of the
User's Guide to find a general description of the @InitialBreak option.

Obviously not normal.  Common reasons:  need to run Lout a couple more
times, forget the $ before the tag.  Look at the error messages, look
at the printed document at the point the faulty @Cite occurs.  If all
else fails, try to make a small document that has this problem and
post it to the list.
