lout install

I used LOUT a couple of years ago (version 3.08). I was in need for a good 
layout program now again.
Installing the 3.24 version took me much more time than installing the 
previous one.
The problem was, that in the install-instructions in the "makefile" there is 
no reference to export, before installing anything, of the environmental 
variable LOUTLIB. 
I propose to insert this instruction on the top of the "makefile".
