No.  Its saved in config/platform/<platform-name>/, look in config/platform/<platform-name>/defconfig for CONFIG_PKG_KERNEL_PRECONFIG for the filename.  Note there can be a 2nd copy (that's used if it exists) if you configured the kernel through LTIB, that being the same name with ".dev" appended.
