[Ltib] The gpp is suspended for now

Hi everyone,

Some idiot from:222.35.174.216 downloaded  1120GB of data on 8th April
from the GPP (hitting
http://bitshrine.org/gpp/qtopia-opensource-src-4.3.0.tar.gz
thousands of times).  Consequently we're almost out of bandwidth this
month.  Similar story from 75.148.20.89.

If you are one of these offenders please stop this!

Until I've had a chance to figure out a way of dealing with this, the
whole GPP is offline until further notice.

Here's a snapshot of the stats.  If anyone has any ideas, please let me
know.
