This is not a bug! It's a question, and so shouldn't use the bug tracker.
Please post questions to lwip-users or lwip-devel mailing lists.
LWIP_TCPIP_CORE_LOCKING might do what you need but (i) it is experimental;
(ii) it only affects the use of the tcpip thread (so not lwIP's raw API) and
(iii) I'm reluctant to say it will work for you.
