All IP action occurs within the interrupt handler.

That said, I've determined that whatever the weirdness is, it's occuring
within the RX layer.

I'm fairly certain it isn't my logic, because my old netstack works just
fine with it. I'll see what I can find...

I am definately running lwIP funkier than most implementations.
