Could you send a wireshark pcap of what you see.
What setting do you have for ARP_QUEUEING?
Also, what happens if you just send the first string once?
What happens if you change the code by replacing:
p->payload = (void *)Test;
with:
memcpy(p->payload, Test, sizeof(Test));
