I fail to see the problem here.
You want to avoid ARP delays.
An ARP cache will only help with locals, as client MACs are only used
for local LAN communication. When traversing to other networks, the
router/gateway MAC is needed. A way to keep it fixed in the table
without being purged should suffice if I understand what your problem
seems to be. You probably will have more luck asking for this on the
developers' list.
Can't comment on IPv6.
