What is that you cannot ping ? What are you trying to do ?
Where are "you" ? What is your scenario ? (device, computer, where ?)
I seem to gather that your lwIP device is behind a GSM module, in
Istambul, Turkey, connecting to some operator, Turkcell/Trabzon, that
gives you some IP (Yes, I issued a whois...) Then...
Do you want to ping from the lwiP device to somewhere inside or outside
the operator network ?
Do you want to ping from somewhere inside or outside the operator
network to the lwiP device ?
Your operator might block pings from outside his network
Your operator might block pings even inside your network (a bit more
rare, but...)
So what you are trying to do, whatever it is, doesn't tell you much if
it doesn't succeed, as it seems to be.

If you're trying to "ping out", did you actually see the PPP traffic and
looked for the ICMP message to check if your device ping is going out ?

If you're trying to "be pinged", ping the lwIP device, did you actually
issue a traceroute ? Did you check your PPP incoming traffic ?

Try to see the PPP traffic, it is quite difficult to shoot in the dark.
IIRC there is some kind of sniffer built into the PPP code. Search the
list (and/or the sources...) for PPP_DEBUG.

Try to TCP connect to some web server at port 80 (for example
98.138.219.231 is Yahoo) and see if you succeed.
