Not really a make question.
To create the smallest win32 executables using
gnu tools, search the mingw mailing lists.
Find those lists at
www.mingw.org
They have often discussed this.
Linker question: try newsgroups
gnu.gcc.help
gnu.g++.help
if the manuals don't give the answer.
