Hello,

In order to try to limit the increasing size of the rendering queue,
I've added two simple things :

 * When a city is already rendered, or going to be rendered, a new job
   is not created and the user is instead redirected to the most recent
   already rendered city (if it exists) or one of the job to be
   rendered (otherwise)

 * When the bounding box coordinates are clearly out of France, reject
   the rendering request.
