I think that it's what Gilles proposes, and that's what I propose also ; 
place=locality and place=hamlet included in the street name list, with
(Lieu-dit) for locality and (Hameau) or (Village) or (Écart) for hamlet 
(a vote on osm-talk-fr ?).
