No purpose. Initially, we have shown those maps even if this is of no
use (release early, releas often... even if it is not perfect ;-). In
the latest dev version (as seen on dev. maposmatic.org), Maxime has
made code to not display those maps without file and update the
database accordingly.
We have not yet deployed those changes on www.
