Unfortunately the problem is partly Mibble and partly
in the MIBs. Thing is, the two MIBs should really have
a circular dependency (though not allowed). Now, to
avoid that the ATM-TC-MIB does the following:
atmTCMIB MODULE-IDENTITY ... ::= { mib-2 37 3 }
instead of:
atmTCMIB MODULE-IDENTITY ... ::= { atmMIB 3 }
Now, this triggers a bug in Mibble where it hides the
latest OID child having the same number as another one
previously defined. I've added bug #9962 for this:

I can't say when I'll be able to address this issue
as the fix looks rather largish and I'll be on the
road for the rest of the week. Unfortunately I can't
give you any sensible workaround either, but maybe
you'd be able to move stuff between the two MIB files
and get things working that way temporarily?
